What heading suits a list of software and tools for an IT resume?

"Technical Skills" is the clearest heading. "Tools and Technologies" and "Technical Proficiencies" are also widely understood. Under the heading, group items with short labels so the list is easy to scan.

Grouping helps both recruiters and software read the list as separate items.
