Background Checks and Reference Checks in the UAE: What Employers Verify and How to Prepare

Published · by JOBB GROUP FZE

A UAE employer background check usually confirms four things: that you are who you say you are, that you hold the qualifications on your CV, that you worked where and when you said, and that you have no criminal record that matters for the job. Some employers add reference calls, professional licence checks or, in finance roles, financial checks. Most of this happens after an offer is made and before your visa is processed, which is why a slow check can push back your start date.

This guide answers the questions job seekers ask most about employment verification in the UAE, in the order they tend to come up. Rules are described as of November 2026. This is general information, not legal advice. For questions about your rights at work, contact the Ministry of Human Resources and Emiratisation (MoHRE) on 600590000; for labour complaints, the claims line is 80084.

Before the check

What does a background check in the UAE usually cover?

The exact list depends on the employer and the role. A typical set looks like this:

  • Identity and right to work: passport, Emirates ID if you already live here, and your current visa status.
  • Education: confirmation that your degree or diploma is genuine, often alongside attested certificates for the work permit. Attestation is a separate process with its own steps; if you have not started it, do so as soon as you begin applying.
  • Employment history: dates, job titles and sometimes last salary, confirmed with former employers.
  • References: a conversation with one or two former managers about how you worked.
  • Criminal record: usually through a police clearance (good conduct) certificate.
  • Professional licences: for regulated roles such as healthcare, a licence check through the relevant authority.

Larger employers often use a screening company to do this. Smaller ones may simply call your previous manager and ask for your certificates.

When in the hiring process does it happen?

Most often between the offer and your first day. Read your offer letter for wording such as “subject to satisfactory references and background verification”. That sentence tells you the offer is conditional, and that you should not resign from your current job or book flights until the checks are complete, unless the employer confirms in writing that you can.

Does an employer need my consent to check my background?

The UAE’s federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) came into force on 2 January 2022. According to the UAE Government portal, it prohibits processing personal data without the owner’s consent, with exceptions such as where processing is needed for the public interest or to carry out legal procedures and rights. The same summary says you can ask for inaccurate data to be corrected and for processing to be restricted or stopped.

In practice, screening companies ask you to sign a consent form listing what they will check. Read it. You are entitled to know which former employers and institutions will be contacted, and it is reasonable to ask how long the results will be kept. Companies in the Dubai International Financial Centre (DIFC) follow their own data protection law (DIFC Law No. 5 of 2020), so the consent form may look different there; that law applies within the DIFC jurisdiction.

What documents should I prepare?

Gathering these before you start applying is the single best way to avoid delays.

Check Document that answers it Tip
Education Degree certificate and transcript, attested if the job requires it Have the university’s verification contact or online portal ready
Employment history Experience certificates from each employer Make sure dates and titles match your CV exactly
Salary history (if asked) Salary certificate or payslips Only share what the employer actually needs
Criminal record Police clearance certificate from the UAE and, if asked, from countries where you lived before Overseas certificates can take weeks, so ask early
Licences Licence certificate and registration number Check the expiry date before you apply

The checks themselves

How do I get a police clearance certificate in the UAE?

The UAE Government portal says the certificate is issued by police departments across the UAE. Residents can apply online through the Ministry of Interior (MOI) website or the MOI UAE app, or at an MOI service centre. In Dubai, the Dubai Police website and smart app also offer the service, as do Smart Police stations.

The documents listed differ depending on whether you still live here:

  • Residents: a valid Emirates ID, a letter stating you have no pending criminal convictions, a recent passport photo and a copy of your passport.
  • Former residents: a fingerprint card taken in your country of residence and attested by the UAE embassy there, two passport photos, a copy of your passport, a copy of your last UAE visa and the reason for the application.

The certificate can be issued in Arabic or English. Fees vary by language, nationality and where you live, and are shown on the service card when you apply. Some licences require one regardless of the employer: the Dubai Land Department, for example, lists a Dubai Police good conduct certificate as a condition for a real estate broker card.

How does employment verification work?

The screener or HR team contacts each former employer’s HR department to confirm your dates and title. Two parts of the UAE labour law explain why this usually works even after you have left:

  • Article 13(1) requires employers to keep workers’ files and records, and to keep a worker’s file for at least two years after the end of service.
  • Article 13(11) requires the employer, on request at the end of the contract, to give the worker a certificate of experience free of charge. It must state the start and end dates, total service, job title, last wage and reason for termination, and must not include anything that may harm the worker’s reputation or limit their job prospects.

That certificate is your strongest evidence. If you left a UAE employer without one, ask for it now, before a new employer asks.

What happens in a reference check in Dubai and the rest of the UAE?

A reference check is usually a short call or form. Expect questions on your role, your strengths, how you handled pressure or conflict, and whether the referee would work with you again. To prepare:

  1. Choose referees who managed you directly and can speak to recent work.
  2. Ask permission first, and tell them the role and what the employer cares about.
  3. Give the employer the referee’s current title, company, email and a mobile number with the country code.
  4. If your current manager does not know you are leaving, say so and ask for that reference to be taken after you accept.

What about healthcare and other licensed roles?

Regulated professions add their own verification. In Dubai’s health sector, DataFlow Group describes itself as the Dubai Health Authority’s partner for primary source verification, which means credentials such as your medical degree are checked directly with the institutions that issued them. Start this as early as possible, because it relies on overseas bodies replying.

When something does not match

Discrepancies are more common than fraud, and most are easy to explain if you raise them first.

  • Dates differ by a few weeks. Use the dates on your experience certificate in your CV, not your memory. If your notice period or garden leave made the official end date later, say so.
  • Your title was different on paper. Visa or work-permit titles sometimes differ from the title you used internally. Give both, and explain which one HR will confirm.
  • The company has closed. Offer your experience certificate, payslips, bank statements showing salary credits or your old contract.
  • You were self-employed or freelance. Offer invoices, a trade licence or client contracts instead.
  • There is a gap. State it plainly in your CV or application. Unexplained gaps cause more doubt than explained ones.

If your CV and documents do not line up, fix the CV before you apply. A clean, consistent CV built in a resume builder makes it easy to match every date and title to your certificates, and the answers to common resume questions cover how to show gaps and title changes.

After the check

Can the job start before the checks finish?

Sometimes. Some employers let you start while one check is still pending. Be aware of the probation rules: under Article 9 of the labour law, probation cannot exceed six months, and an employer ending employment during probation must give at least 14 days’ written notice. A problem found after you start can therefore still end the job, so ask what is outstanding before your first day.

Should I ever pay for my own background check?

Not to secure an offer. Article 6(4) of the labour law prohibits employers from charging workers the fees and costs of recruitment and employment, directly or indirectly. A request to pay a “verification fee” before an offer is confirmed is a warning sign. The exception is documents that belong to you, such as your own police clearance certificate or attestation, which you may be asked to obtain yourself.

What about my passport and original certificates?

Article 13(2) says employers must not withhold a worker’s official documents. If HR needs to see originals, they can check and copy them in front of you.

Frequently asked questions

How long does a background check take in the UAE?

It depends on how many checks are run and how quickly your former employers and universities respond. Overseas universities and companies that have closed are the usual causes of delay, so give the employer full contact details from the start.

Can a UAE employer withdraw an offer after a background check?

Many offer letters are conditional on satisfactory checks, so read the conditions in yours. If something is flagged, ask what it is and offer documents that explain it before a decision is made.

Do I have to give my current employer as a referee?

Not usually before you resign. Ask for the current-employer check to be done after you have accepted the offer, and give a former manager or a senior colleague in the meantime.

Is an experience letter the same as a reference?

No. The experience certificate in Article 13(11) of the labour law is a factual document with dates, job title, last wage and reason for leaving. A reference is a conversation or form about how you worked.
